New Fubon Fund for Developing Treatments of Mentally Challenged Children

On April 18, 2008, a working conference on Fubon Fund for Developing Treatments of Mentally Challenged Children (2008 - 2012) was held in Beijing. This project, launched by the China Soong Ching Ling Foundation (CSCLF) and the Fubon Cultural & Educational Foundation of Taiwan, aims to help mentally challenged children return to the mainstream of society. From 2001 to 2007, the China Soong Ching Ling Foundation earmarked 7.2 million yuan for treatment and care projects and public information campaigns. The campaigns focused on early treatment by means of adoption and experimental classes for mentally challenged children as well as the production of teaching videos and publication of handbooks for publicity purposes. The foundation also held seminars in Beijing, Shanxi and Taiwan for the experts from both sides of the Taiwan straits to enhance their mutual understanding and share professional knowledge, treatment techniques and management strategies.

In 2008, Ms. Chen Ailing, the executive of the Fubon Cultural & Educational Foundation once again donated 4.8 million yuan for extending the project for a new period of four years. During the new period, the project will continue to make helping mentally challenged children the main target of service and explore new training modes suitable to Chinese welfare institutions and families by combining advanced experiences of early treatment at home and abroad with the practical needs of the project. At the same time, the project will invest more money to theory research, clinical treatment, adoption and training of doctors. Five institutions including the Shanxi Cerebral Palsy Rehabilitation Hospital , Datong Social Welfare Institution, Chinese Rehabilitation and Training Center for Mentally Challenged Children, the Special Education Research Center of Beijing Normal University and Tianjin Municipal Welfare Institute will take part in the work of the project.

At the conference, leaders of the above five institutions outlined their working programmes for the coming four years and made proposals for future development of the Fubon project. Shao Xiuhua, Council Member of the China Soong Ching Ling Foundation and representatives of the Fund Department of the Foundation reviewed and summarized the work of the Fubon project in the past seven years and discussed the tentative ideas and prospects of the work in the new period. The work would remain focused on public welfare, professionalism, and making the Fubon project the best in its field.
